Greetings from Millington! With the recent changes to the PTS program, I want to ensure that you understand the submission requirements and guidelines.

PTS applications shall be submitted for all designated E3-E6 Sailors with less than 14 years of service as early as 15 months prior to, but no later than 12 months prior to their end of active obligated service (EAOS) as extended, also known as "soft" EAOS (SEAOS). During this mandatory submission period, applications must be submitted even if the Sailor's intention is to separate, or if the Sailor is ineligible or not recommended for reenlistment at the time of application. You cannot negotiate a set of orders in your normal 3-month window if you are due for a PTS approval. Sitting down and talking with your career counselor should be your first stop if you're 15-12 months away from your SEAOS.

Looks like you don't have to be and E-4. I'm pretty sure there are MCs that are Petty Officers 3rd class.
