The answer is: it depends on the needs of the Navy. Supply exceeds demand right now because of the economy. The Navy can afford to be very selective. My son dep'd in 2005--he waited six months to go to boot camp as a Nuke. All enlisted Navy rates are subject to demand and aptitude. Supply and demand of each rate varies day to day. Among other factors, how many leaving the rate dictates how many are needed. This chart should help get an idea of demand by rate. The list is dated (2008). If you Google "Navy CREO 2010" you will find a June 2010 list on an Excel file that lists AE as 2,2,2. Rates with 1's across the board will have a tendency to be promoted mush faster than rates with 3's.

My daughter went to MEPS in October and left for BC on 12/14.  She is also going to be an AE/AT.  She was in very much the same boat as your son.  She had to lose a lot more than 15 pounds, however.  She dedicated herself and lost over 60 pounds and went from a size 16 to a size 4.  It was like watching the Biggest Loser on TV!  Now she's complaining that she's been at BC for 2 weeks and hasn't been allowed to workout at all (screwed up paperwork in the division caused extra P-Days).  Go figure, first we couldn't get her to even walk now she complains that she can't work out!  I couldn't believe what I was seeing at home I don't know what to expect at PIR!  The physical change was striking, if they can do the same for her emotional state I probably won't recognize her.  She is a college grad and has it all mapped out in her mind about when to try for OCS.
