Looking for any and all suggestions :
From what I am hearing, life on the 'Barge' while a ship is in in dry dock for repair is questionable at best and that those that do not qualify for 'PPV' look at an apartment option and I wondered if there were reasonable places (also safe) nearby that an E2 could afford and budget for ? (even if it needed to be slightly subsidized ) ;-)
Any and all thoughts, ideas, names of apt's, examples, etc are appreciated

as an E2 he may not qualify for off-base housing...the video I've seen of the housing barges in Washington are not bad facilities at all- guessing Norfolk would be similar

When you say 'he may not qualify...' do you mean for navy owned or subsidized housing or to be allowed to seek it on his own?
I've looked into the Barge's at Portsmouth and consistently heard quite the opposite of what you've seen in a video of the ones in Washington and this may be due to age as Portsmouth is the oldest of them.
Regardless, my inquiry is more for options rather than the usual assurance that "It'll be ok" and while I appreciate the reference I'm hoping for info from those in the Norfolk area that may have info on options.

no need to apologize...I was in the middle of a very frustrating morning trying to master some new software for coding webpages.............was cussing at the computer like our sailor sons and daughters. As an E2 with no dependents he may be required to stay in barracks or the barge for awhile- he will have to apply for BAH and it might be tough to justify the expense at his rate...meanwhile he needs to explore what housing needs his shipmates may have and they may be able to rent something as a group. I'm not sure I can find anything about housing at Norfolk but let me see what I can find when I have a minute. Meanwhile explore this site: http://norfolknavalhousing.com/
and as aside just saw this posted about housing in San Diego:
on my sons ship they have a rule all new sailors reporting to ship have to live on the ship for at least 3 months then if there is room they have rooms for those that want them and if he is an E5 or below and single it would be very expensive to rent apartment in san diego
so much may be a function of his command as well and what policies they have in place

He's just hit his one year mark so beyond a reasonable intro period requirement and apparently there's many that have optioned for places on shore due to conditions and it looks like an extended period before shipping out. I don't think BAH is an option as you mentioned and PPV has not worked out (They may be related processes)
I'll look into the links - I may subsidize this in part while he gets on his feet.

Our daughter lives in Hampton and likes it. For a seaman duce it would be a tough living on the local economy without some assistance. What kind of transportation does he have. Sometimes buddies lease together, I watch too many judge shows too recommend this but many do it and do it well. I do wish him well........

He has a car (subsidized ) so getting a round isn't a problem

Rich, the apartments in Hampton are called "Apartments of Merrimac" one bedroom $695 and power less $100. Old complex but modeled a couple years ago. Hope this helps.
