If you click the PIR Dates link in the About This Site area on the right side of every NavyDads page you'll see that the passes are not available until 11 days prior to PIR

Eugene, I had the same trouble, the pass word didn't work, I called the Public Affairs office, they told me, that parking outside the base was just outside the gate to the left, go to security for processing, and then it was about a 5 min. walk to where the PIR is at, the pass word is for a parking pass only, you still have to be processed...and I have been told 06:20 isn't to early, it takes some time to process...I have not gone yet, this is just all the information, I have picked up, in the passed few weeks...
