I am not sure what you mean by brown bagger in this context, but I am gathering that he has lost his privileges to reside off-base overnight. Is he at a training command?
I just left a training command as staff to return to sea. 3 month's is an excessive period of time to remove that privilege. I did have to revoke it for one of my students once, but it was only for a week then the message to show up on time set in. Even if it didn't I would have placed him on report for further instances of UA not just retain him on an on base status. It is actually quite a process to retain a person on base while he is married and his family is in the local base housing. It normally requires restriction which can only be issued through NJP and even then the CO is limited by the UCMJ to a maximum of 60 days per NJP. However since he is going home for a few hours every day I would say that this couldn't be the case.
If you could give some more information about the circumstances and what command he is at I might be able to hunt down some contact information for you to try.
I can tell you that normally you can not be assigned to live in the Barracks at the same time that you are assigned to base housing unless you are greater then 50 miles from your residence on Temporary Duty or you are assigned as a geo-bachelor in an oversea's assignment. Training commands have some number of rooms specifically designed to support taking care of issues called "motivational" or "clean" rooms where a Sailor can only have certain items (uniforms, PT gear, religious material) these are generally used only for a short period, require specific level of approval for use (my last command required school director approval, O-4) and are used as a corrective action for military deficiencies such as UA or repeat unsat BEQ inspections.

from what I understand, he missed one day to go to base, why I don't know, but they have an apartment about 3 miles from base that they rented when he completed his classes and was allowed to move off base. He has been asking for a brownbagger for almost three months as his wife and 7 month old baby is sitting in the apartment. She doesn't drive and can only go somewhere while he is visiting, and he has the car. He is now rank E-3 as of this week, but they still will not release him to go home. This does not make since to me, or else he does not know who to ask! He passes all his test, he excels in everything he does, I asked him if he gets along withi everyone, he says yes. I asked why haven't they approved it and he just says, I don't know dad.

ok well he is attending aw(r) a-school sleeping in the carl vinson barracks, has wife and infant daughter with one vehicle, wife is frantic about driving, does not know where anything there is at. Can not get an answer to how much longer this is going to go on... If anyone can help, it would be greatly appreciated. He moved his wife over there when he was allowed housing and made one mistake and now for three months his wife has lived alone. We understand why he lost it, what we don't get is why is it taking so long to reinstate it!!! She did not move over there to live alone!
