Navy Boot Camp is at Recruit Training Command (RTC) in Great Lakes, Illinois. If he is in the (FAST) program here is the description: The Fundamental Applied Skills Training (FAST) program is for recruits with limited literacy or verbal skills. FAST focuses on two areas: verbal skills and literacy. These programs are designed to help recruits understand technical manuals and speak English as a second language. About 15 recruits are enrolled in FAST at any time during training, with the average duration in the program for two to four weeks. Of those placed in FAST, 98 percent complete boot camp.
