Sir,
The transition is setup to the point where it is almost completely routine. There are briefs prior to allowing the transfer to occur. They are provided with DLA (dislocation allowance) and advance travel funds if they are going to move their stuff or they will arrange a pick up and drop off date for their goods with Navy paid movers doing all of the packing and shipping. They will have the opportunity to contact Base housing in NY to arrange housing or they can get a list of available rentals in the area.

I would advise you to advise you son to stick to base housing as the costs if improperly planned could be excessive when living on you own. I was in NY for prototype back when I was single and had 2 room mates, 9 years ago it cost us $350 per month to fill the oil tank for heating the house for us it was an annoyance, in your son's case it could break his budget. In Navy housing all of the utility costs are included in the BAH. Plus they have a maintenance staff for emergent repairs.

He will generally be allowed leave in conjunction with the transfer as well.

Just warn his wife that he will be on 12 hour rotating shift work for the 6 months that he is assigned there. He will be sleeping and working at odd hours. Take advantage of the 3 and 4 day weekends to have fun. However his average day will not leave much room for interaction with her, so she will need to get involved with something to keep herself busy (school, work, volunteer activities, church, Navy wives group, etc) if she wants to not be bored.

Thank you so much for your reply!  So there is base housing there in NY.  Very good.  I could only see the prototype location when I searched the over head.  I'll pass this info on to them. They are a very independent couple, but I do fear someone taking advantage of their inexperience. 
If there is anything else to recommend please feel free to share.
