E6 FMS
The recent changes to the E6 Final Multiple Score (FMS) resulted in additional weighting of the performance element (the evaluation Performance Mark Average (PMA)). Now, E6 candidates' PMA can count for up to 50% of a the FMS. (N32)
E4-E5 FINAL MULTIPLE SCORE BREAKDOWN
Two elements that account for up to 81% of the Final Multiple Score (FMS) for advancement-eligible E3s and E4s are Performance Mark Average (PMA) and the exam Standard Score (SS). The SS represents your rating knowledge at the next-higher paygrade compared to your peers taking the same advancement exam. The PMA is an average promotion recommendation of all evaluations that fall within the prescribed advancement cycle dates outlined in the cycle NAVADMIN. (N32)
PASS NOT ADVANCE POINTS
NAVADMIN 114/14 announced the new Final Multiple Score (FMS), which will be applied to all Sailors participating in the Fall E4-E6 advancement cycles. One change is Pass Not Advance (PNA) points will be applied only to those candidates who demonstrate rating knowledge and superior performance. Up to 75% of exam candidates in each rating had the opportunity to earn PNA points until the change was announced. Now, only those candidates who have a Performance Mark Average (PMA) that falls within the top 25% of scores will earn 1.5 points, and those with a Standard Score (SS) in the 25% can also earn another 1.5 points - both metrics are compared only to your peers taking the same exam. That means marginal exam performance and lower performance recommendations will no longer garner PNA points. The maximum points any candidate can earn remains 15 (3 points possible each Cycle), and PNA points can only be accumulated over five exam cycles. All PNA points earned through the Spring 2014 exam cycles will be retained and applied to your FMS. (N32)
E7 FMS
Advancement eligible PO1s are rank-ordered for advancement among their peers in the same rating. The E7 Final Multiple Score (FMS) formula is made up of only two factors, your exam standard score and the performance mark average. Only those candidates who have an FMS that falls in the top 60% of scores (for each rating) will be selection board eligible for Chief Petty Officer. (SC)
