Last Friday, 11 Mar 11, began a life-changing journey beginning with the historic 9.0 magnitude earthquake, resulting tsunami, and the nuclear power plant issue that changed our focus and future in Japan.
We face an incredibly complex problem. I am very grateful for your hard work, your patience, and your resilience in the face of this challenge. After the initial shaking stopped, you got right to work supporting an unbelievable Humanitarian Assistance and Disaster Relief operation, providing the helping hand of a neighbor and friend to the Japanese people, hit so hard, and to many who have lost so much. Truly impressive.
Our Soldiers, Sailors, Airmen, Marines, Coast Guardsmen and civilians are totally supporting the people of Japan, the Japanese government, the Japan Self Defense Forces and the Department of State, with search and rescue, reconnaissance, sea survey, logistics support, planning, and direct liaison 24/7 since last Friday evening. It has been very hectic, you have been tested hard but you all have stepped up and provided superior support.
Based on the deteriorating conditions and uncertainty of the current situation, this afternoon the Department of State authorized the voluntary departure of DOS spouses and families. DOD soon followed suit for specific locations. Although we don’t have specific indications of any spread of radiation at amounts harmful to American citizens, this is a precautionary measure to ensure the optimal safety of our people in Japan.
The process of moving this many people will be another significant activity for our forces while continuing our HA/DR mission. The JTF Commander for the departure activity is CG III MEF, with the rest of us in support. I ask for your continued patience and understanding as we work through this complex process. Additional guidance will be provided by your Service Components, and we will push out updated information as it becomes available.
I know we have asked a lot of you and your families this past week, but what we have done is of tremendous service to one of our closest Allies and the close friends and neighbors with whom we have shared so much for over 50 years.
Navy Issues Temporary Hold on Personnel Moves to Japan

WASHINGTON (NNS) -- The Navy released NAVADMIN 084/11 March 17 announcing that the movement of personnel to tenant commands and activities in Japan should be stopped effective immediately.
Due to the damage following the Japanese earthquake and tsunami, it has been determined by the Secretary of the Navy that the movement of personnel to tenant commands and activities in Japan should be stopped effective immediately.
The temporary hold shall remain in effect until further guidance from Navy Personnel Command.
These prudent measures will assist humanitarian assistance and disaster relief efforts by reducing the demand for food, water, fuel, and electricity.
The stop movement order affects all personnel scheduled to report to tenant commands and activities in Japan as either an ultimate duty station or an intermediate duty station in conjunction with a Permanent Change of Station (PCS) move.
This order does not affect Sailors with Temporary Assigned Duty (TAD) orders however, they should contact their chain of command to determine whether to execute these orders as scheduled.
Personnel with orders to commands in the affected area who have not yet detached from their current command are directed to remain in place at their current command. If this is not possible, they should contact their detailer for further guidance.
Members who have already detached, but have not departed the area of their home port, are directed to report to the nearest beach detachment or Temporary Processing Unit for temporary duty awaiting further transfer.
Members who have detached from their command (sea or shore) and have commenced travel should report to the nearest naval installation and contact their detailer for further direction.
All Sailors or family members affected by this stop movement and needing assistance should use the Navy Family Accountability and Assessment System (NFAAS) to ensure the Navy can track and assess support requirements.

THIS IS THE LATEST WORD FROM THE EMERGENCY MANAGEMENT OFFICER AT THE CFAY
EMERGENCY OPERATIONS CENTER.
1. We are waiting for authorization for the Military Assisted Voluntary Departure (currently only for state dept personnel). When the word is given FDNF families (ships) will be first priority. Each ship will be contacted and will in turn notify their families to muster at the assigned muster point:
Off base: Yokosuka Fleet Rec. Center
Yokosuka: 12 hr. parking lot (by the main gate), or the commissary (Pets must be taken to the Fleet Rec. Center for clearing with the vet)
Negishi: Community Center (Vet tech for pets)
Ikego: All Hands Club (Vet tech for pets)
2. Until notified, families should remain home and complete their NEO Information Packets (see below) and prepare for departure. The fleet rec center processing station has NOT stood up yet, nor have buses begun to run for family pick up.
3. When notified by the command, families should muster at the above places with their NEO packets: documents (IDs, passports, NEO forms, Household goods inventory, etc see below website), 1 bag per person not to exceed 66 lbs, medications, pets (in carrier).
4. After screening families will be transported to Atsugi or Yokota for flights to either LA, SEATTLE OR SAN FRANCISCO. Upon arrival family assistance teams will further assist them with travel to their ultimate destination.
5. Updates and info are available via the 24 hr help line at the Family Assistance Center (FAC) 243-1728, CFAY facebook, and the CFAY website https://www.cnic.navy.mil/Yokosuka/index.htm . NEO information packets
are available at the FAC or for download at https://www.cnic.navy.mil/Yokosuka/NEO. There will also be information booths on the forward mess decks onboard the ship and at Patriot's landing to assist personnel with questions.

Sounds like you and your wife have raised yourself a fine young man. OPSEC is still rule, even under such dire circumstances. As difficult as it is for us not to know where our Sailors are going, it is good indeed to know that they are getting out of harms way. The good thing is that they should be able to contact us once they arrive where they are going and let us know.
Hello All
My son is in hs-14 stationed in Astugi and I am wondering if anyone here knows where they are going to move to. My wife talked to him today on skype and he did say they will be moving soon but he is afraid to say where . He is realy tight lipped about things worried about what he can tell us. I'm sure when are son's and daughters move it won't be much of a secret so I don't press him about it. My heart goes out to all the people in Japan but in this case I'm conserned about my son first. He did donate $300 for food and blankets and his unit let him load the things on the bird so I am proud that he is still the great kid that I know and love. Any info would be great. Thanks
