Major Duties: THIS IS AN INTERNAL ANNOUNCMENT OPEN TO PERMANENT CAREER AND CAREER CONDITIONAL AIR FORCE EMPLOYEES ONLY. This announcement will result in a 90-day register, which may be used to fill like vacancies for 90 days from the closing date of this announcement. Applicants may be referred for consideration only after all qualifications and eligibility requirements are met. Referrals will be made as vacancies occur. INCUMBENT IS ENTITLED UP TO A COST OF LIVING ALLOWANCE IN ADDITION TO BASIC SALARY (SUBJECT TO CHANGE WITHOUT NOTIFICATION.) FOR MORE INFORMATION BY LOCATION GO TO: http://www.opm.gov/oca/cola/rates.asp *** PERMANENT CHANGE OF STATION (PCS) COSTS WILL NOT BE PAID *** The primary purpose of this position is to monitor and evaluate the logistics quality control program for the performance of fie operations and maintenance (O&M) services contracts valued at $250M, covering services at 18 remote radar sites located throughout the state of Alaska, and the base Operation Support (BOS) contracts for Eareckson AS, and Galena AS, and King Salmon AS, AK. Performs surveillance of contractor's logistical quality control program to ensure level of services meet the government's requirements. Performs surveillance in supply operation (includes receipt, storage issue, acquisition, inventory management and management repairable), fuel (includes receipt, storage and distribution systems, and accounting), vehicle operations, vehicle fleet management, vehicle maintenance, hazardous/non-hazardous air cargo shipment, food services, and billeting to ensure level of services meet the government's requirements. Defines logistics contract requirements, writes logistics statements of work, evaluates contract technical proposals and advises source selection teams and award fee boards on $2.8M disbursement annually. Assists the Chief, Quality Assurance Flight to develop Quality Assurance Surveillance Plans (QASP) and annual inspection schedules; finalize performance documentation; brief contractor performance to executive level of management; develop annual QA budget; and review outgoing QA documentation. Federal Time-In-Grade (TIG) Requirement for General Schedule (GS) Positions: Applicants must have served at least 52 weeks at the GS-09 (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. The purpose of TIG restrictions is to prevent excessively rapid promotions in competitive service GS positions and to protect competitive principles.
QUALIFICATION REQUIREMENTS: Candidate must possess at least 52 weeks of specialized experience equivalent to at least the GS-09 grade level in the Federal Civil Service. Specialized experience is defined as experience that equips the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled or Ph.D. or equivalent doctoral degree Or 3 full years of progressively higher level graduate education leading to such a degree LL.M., if related. RECRUITMENT KNOWLEDGE, SKILLS, AND ABILITIES (KSA) 1. Comprehensive knowledge of the full range of quality control/quality assurance methods, principles, practices, and procedures for the very broad contractual area of QA program administration. 2. Working and academic knowledge of service contract administration principles, procedures and practices. 3. Comprehensive knowledge of logistics methods, procedures, techniques, practices, and recognized standards covering the following areas; supply operations (includes receipt, storage issue, acquisition, inventory management and management of repairable), fuel (includes receipt, storage and distribution systems, and accounting), vehicle operations, vehicle fleet management, vehicle maintenance, hazardous/non-hazardous air cargo shipment, food services; agency and installation manuals, rules, and regulations; and federal state and local regulations. Ability to interpret knowledge of logistics techniques and contractual language. 4. Broad knowledge of operating policies and procedures of functional areas such as communication-electronics, information technology, facility maintenance, training, security, weather, environmental, airfield operations, safety, fire protection and contract administration. 5. Skill in preparing and interpreting performance based on Statement of Work, technical data, policies, regulations, to ensure the contractors quality control efforts are compatible with requirements, and to provide technical assistance to the organization's QA and contract management personnel. 6. Ability to work independently and resolve difficult logistical issues dealing with Air Force and government contracted agencies. 7. Ability to plan, organize and prioritize work to meet changing deadlines. 8. Ability to communicate complex processes and theories to non-functional experts. Ability to communicate controversial ideas and findings in a professional manner. This communication is both written and oral. 9. Ability to use basic functions of MS Word, Power Point, Excel, and enter data into pre-established Access database. A qualified typist is not required. Other significant facts pertaining to this position are: 1. This position will require travel approximately 3 day per month, and an additional 7 days semiannually, to the remote sites to observe contractor performance. 2. Military or commercial air travel is required. 3. Incumbent may be required to use government-owned lodging to maintain team integrity. Lodging available on-site may be meet standards for square footage allotment. Meals served on-site will be limited to food supplies available from supplier and air cargo support. Incumbent may encounter times where no-notice extended stays will occur on site due to poor weather conditions or aircraft support limitations. 4. Incumbent will be responsible for providing, at own expense, sufficient cold weather clothing to meet the harsh arctic climatic conditions. 5. Position requires a SECRET SECURITY CLEARANCE. OTHER INFORMATION: Elmendorf AFB is located adjacent to the city of Anchorage and Fort Richardson Army Base. Elmendorf AFB offers great morale, welfare, recreation and support services for civilian employees and their dependents. Anchorage is Alaska's largest city and is affectionately known as the City of Lights (winter) and Flowers (summer). As well as being the urban epicenter, Anchorage is also surrounded by the massive beauty of one of the last great areas of unspoiled wilderness in our country. The area boasts many outdoor activities for the winter months including snowmobiling and skiing. Summer activities include world class fishing as well as hiking and golfing. Hunting is also enjoyed by many. The local economy is strong and citizens enjoy a rare quality of life as evidenced by Anchorage being named in the Top Ten Healthy Cities list by Organic Style Magazine. While living here you can experience Alaska's rich history of aviation, the diverse Native American populations and culture, world class symphony and other events through the Center for Performing Arts and a great Museum of History and Art. The city has four malls and numerous other stores comparable to those found in any major city in the "Lower 48". Hello all, regretfully I am having to leave Navydads :(. For reasons that are sketchy on the Navy's part my son was discharged Aug. 18th, 2009 (it wasn't dishonorable). Blondie, I know how that H1N1 relapse is. My daughter is 21 and lives at home. She got it from the daycare ahe works in. They are having a real go around at the daycare. I hope we are through with it. she ahs been sick for all but 3 days of the last 14.
Hope she is well now and have fun at the wedding. The time goes by so fast once it finally gets here.

Cindy, relaps of H1N1. they work in very close quarters. she'll be home for the wedding, that's all i know. getting more and more excited!
