I found it curious that the recruiter mentioned that most sailors in the AECF and SECF fields will make E4 by the end of the A school. Is that correct? Are sub billets limited to Petty Officer and above?

My son was E1 after boot camp and E2 after BESS and due to his high scores academically in his A school he made E3 and reported to his boat. He did one patrol and just after his return he made E4 (about 6months after his A school)  if this helps. He is a FT

Sub billets are not limited to Petty Officers, i recall cooks, yeoman, A-gangers, torpedoman, and storekeepers that were not PO's; there are alot of factors that determine how quickly an individual advances, initial rank, length of training prior to boat assignment, available billets, and test score. There are some programs that do have e-4 status when complete.

No but most designated sailors by the time they complete school have taken and past the E-4 exams.  Some rates get this automatic based on enlistment time (Nukes come to mind.)  Boats get designated and undesignated E-3's on board.  What none of the new sailors understand is that they are all non-quals upon arrival and until they get their dolphins there job is to learn and qualify.  Being a Petty Officer doesn't really matter in the scheme of things till you are qualified.  Then life gets much better. But the pay is better at E-4
