Navy Dads

My daughter, a college grad, just spent six months in a combined A and C school for advanced IT. She went to RTC as an E3 and will be getting a rate of E4 when she starts her first duty next week.  She was in DEP for nearly a year, and was pretty well prepared for what she would be doing in the Navy.  She humbly states that she was "just lucky" to get this opportunity.  I don't think is was "just luck."

An acquaintance of my daughter has been in the Navy for three years as a fire control technician, and has a rate of E3.  I believe she began as an E1 and has no college or DEP.  She contends that it is very difficult to get a better rate in this job.  Are some job specialties better than others as far as advancement/rate goes?

So you can loosely interpret which ratings move the fastest by raking by available billets.....the higher the quota the more openings.

To explain it a bit more, Sailors must firstly pass the Advancement Exam. Their scores will be ranked within their rating. Each rating has a limited amount of available slots for advancement (quota). Top scores will fill those slots based upon the quota. Those that pass without advancement carry points into the next Advancement cycle and must wait for the next time to try again. Some ratings have more available slots than others....

Dave....follow the Quota link that Paul posted. There you will find the percentages for advancement within ratings. The short answer is "Yes".....

Thanks, Paul for responding.  The links provided do not, however, answer the basic question: which specialties offer the greatest opportunities for advancement?  My daughter is in advanced IT/cybersecurity, and says she was "lucky."  I don't feel that it was "luck."   With several layers of background checks, security investigations, and testing, she was chosen (and offered the opportunity) for this field based on intelligence, reasoning and a number of other attributes, but not "luck."

The question I was asking was whether or not the IT field offered greater advancement opportunities than say, a fireman or fire control technician (not sure of the exact title) or medical technician?  Thanks!

in general there needs to be a billet open for advancement and with budgets the way they are some billets are very limited.....there are some links Gary has in the group that list the number of openings for the various ratings.

as an example: for FY '16:

E-4 advancement opportunity decreased from 33.30 percent 32.94 percent (-.36 percentage points). Total of 9,106 quotas which includes 553 advanced via MAP.

E-5 advancement opportunity decreased from 23.87 percent to 21.34 percent (-2.53 percentage points). 7,569 of quotas with 755 already advanced via MAP.

E-6 advancement opportunity decreased from 17.69 percent to 15.17 percent (-2.52 percentage points). There are 3,818 E-6 quotas which includes 907 advanced via MAP.
