At MEPS in San Diego. He hasn't shared yet when he leaves for basic, his job will be Missile Technician. I work in the South Bay, live in the Inland Empire.

I have a co-worker that just terminated her apartment lease last week at the 1 year mark and they kept $300 of her deposit for painting and $25 for cleaning (a small studio apt). She asked around and was told that yes this is standard (& legal) as she was there 1 year. This is in Riverside Co. Someone else told her that if it had been less than a year then they wouldn't be able to charge that......I can't verify the accuracy of this but would be interested if this is correct info!
My wife and I were once apartment managers years ago and I will tell you the owner did whatever she could to get over on past tenants. We would argue with her often and remind her of the law. Also very important that just because they signed a lease or contract with rules does not mean it is legal! The owners can add whatever they want which they usually do. For instance my mother in law is the current manager now and a tenant asked if they can give their 30 day notice or have to wait until the end of the month. The owner said they had to wait until the end of the month so she could collect another full months rent and that was a total LIE! They had no lease so he could give the 30 day notice at any time and pro rate the days after the month was over when rent is due. She was trying to get over on the young man. My mother in law in good conscience would not let her take advantage of him and reminded her of the law. If you need help with the law I can ask my mother in law to contact her legal advise person she uses when she needs questions answered. Probably take a day or sooner to get back to you but please don't hesitate to ask.
Thanks for the helpful comments. I keep the group posted on how this turns out.
I ran across this it may be a good resource for info: http://www.caltenantlaw.com
Your son needs to talk to Legal as soon as possible- take all paperwork including lease paperwork.....make sure his Chief is aware as well...they can often help move mountains
Question for the group. My Son and his wife live off base in San Diego, the apartment owners where they were living raised their rent to an amount they could no longer afford. They paid the apartment owner to have the apartment cleaned even though they had cleaned it after moving out. They just received a bill for all kinds of extra charges like repainting (they lived there for 1 year) etc. My question is, does the Navy have anyone to help Sailors from getting ripped off by shyster landlords when they have to live off base.
